Joint industry paper on proposed ELV Regulation

12 May 2025

Cefic UP/VE, together with key partners from across the composite materials supply chain EuCIA, Glass Fibre Europe, and Epoxy Europe, have submitted a joint position paper to the EU co-legislators on the revision of the End-of-Life Vehicle Regulation.

Composites play a crucial role in vehicle lightweighting and emissions reduction, enhancing safety, and longevity, which are essential for advancing the circularity and environmental sustainability of vehicles. As the automotive industry transitions to electric vehicles, the indispensable role of composite materials in enabling the production and deployment of lightweight electric vehicles becomes paramount.

We believe the revision of the ELV framework is a unique opportunity to integrate composite materials into Europe’s circular economy in the automotive industry, and in other sectors such as wind energy and boating.

Key messages from the composites supply chain:

  • Composites have demonstrated the feasibility of collecting and reusing composite components;
  • Composites and plastics present synergies and complementary pathways in emerging recycling technologies;
  • Advanced recycling technologies are already operated at industrial scale, while more are progressing rapidly.

With a supportive regulatory framework, these solutions can be scaled up and deployed. The composites industry is committed to working alongside policymakers to make this regulation a true enabler for circularity, innovation, and industrial resilience.
